The Rotterdam rose on Wilhelmina Pier, from where tens of thousands of Europeans emigrated to America on the Holland America Line (HAL) between 1873 and 1973. The name of the project therefore refers to HAL’s flagship: the Rotterdam. The building is part of the transformation of the pier into a living/working area. It can be seen as a vertical city with a mix of different functions in one building: housing, offices, conference rooms, a hotel, shops, catering, leisure facilities and a car park.

Within the demarcation of certification are the offices on the 5th and 6th floors of the plinth, offices in the middle tower (municipality) and offices and hotel in the east tower.

On 15 December 2022, the BREEAM-NL In-Use certificate with score Good was achieved.
